Under the IHR, States Parties are required to respond within 24 to 48 hours of any request from the WHO for clarification or verification of an event or a signal that WHO believes may be significant, as has been explained in the&nbsp;<a href=\"https:\/\/www.who.int\/docs\/default-source\/coronaviruse\/transcripts\/who-audio-emergencies-coronavirus-press-conference-20apr2020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" data-type=\"URL\" data-id=\"https:\/\/www.who.int\/docs\/default-source\/coronaviruse\/transcripts\/who-audio-emergencies-coronavirus-press-conference-20apr2020.pdf\">WHO press conference on 20 April 2020<\/a>.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:heading --><\/p>\n<h2>Notification under Art. 6 IHR<\/h2>\n<p><!-- \/wp:heading --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong><strong>3 &nbsp;January 2020<\/strong><\/strong>: A total of <strong>44 patients<\/strong> with pneumonia of unknown etiology have been reported to WHO by the national authorities in China. Of the 44 cases reported, <strong>11 are severely ill<\/strong>, while the remaining 33 patients are in stable condition.<\/p>\n<p>Wuhan city, with a population of <strong>19 million<\/strong>, is the capital city of Hubei province, with a population of <strong>58 million<\/strong> people. <a href=\"https:\/\/www.who.int\/csr\/don\/05-january-2020-pneumonia-of-unkown-cause-china\/en\/\" target=\"_blank\" rel=\"noopener\">WHO has requested further information<\/a> on the laboratory tests performed and the differential diagnoses considered.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong><strong>4 &nbsp;January 2020<\/strong><\/strong>: WHO <a href=\"https:\/\/twitter.com\/WHO\/status\/1213523866703814656?s=20\">reported on social media<\/a> that there was a cluster of pneumonia cases \u2013 <strong>with no deaths<\/strong> \u2013 in Wuhan, Hubei province.&nbsp;<\/p>\n<p><strong>5 January 2020<\/strong>: WHO published the <a href=\"https:\/\/www.who.int\/csr\/don\/05-january-2020-pneumonia-of-unkown-cause-china\/en\/\">first Disease Outbreak News<\/a> on the new virus, a technical publication to the scientific and public health community&nbsp;as well as global media. It contained a risk assessment and advice, and reported on what China had told the organization about the status of patients and the public health response on the cluster of pneumonia cases in Wuhan.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>10 January 2020:<\/strong> WHO issued a <a href=\"https:\/\/apps.who.int\/iris\/handle\/10665\/330374\" target=\"_blank\" rel=\"noreferrer noopener\">comprehensive package of technical guidance online with advice to all countries on how to detect, test and manage potential cases<\/a>, based on what was known about the virus at the time.&nbsp;This guidance was shared with WHO&#8217;s regional emergency directors to share with WHO representatives in countries.&nbsp;<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p>Based on experience with SARS and MERS and known modes of transmission of respiratory viruses, infection and prevention control guidance were published to protect health workers recommending droplet and contact precautions when caring for patients, and airborne precautions for aerosol generating procedures conducted by health workers.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>12 January 2020<\/strong>: China publicly&nbsp;<a href=\"https:\/\/www.who.int\/csr\/don\/12-january-2020-novel-coronavirus-china\/en\/\">shared<\/a> the genetic sequence of COVID-19.&nbsp;<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>13 January 2020<\/strong>: Officials confirm a case of <a href=\"https:\/\/www.who.int\/news\/item\/13-01-2020-who-statement-on-novel-coronavirus-in-thailand\">COVID-19 in Thailand<\/a>, the first recorded case outside of China.&nbsp;<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>14 January 2020: <\/strong>WHO&#8217;s technical lead for the response noted in a press briefing there <b>may have been limited human-to-human transmission<\/b> of the coronavirus (in the 41 confirmed cases), mainly through family members, and that there was <b>a risk of a possible wider outbreak<\/b>. The lead also said that human-to-human transmission would not be surprising given our experience with SARS, MERS and other respiratory pathogens. &nbsp;<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>20-21 January 2020<\/strong>: WHO experts from its China and Western Pacific regional offices conducted a brief field visit to Wuhan.<\/p>\n<p><strong>22 January 2020<\/strong>: WHO mission to China&nbsp;issued a <a href=\"https:\/\/www.who.int\/china\/news\/detail\/22-01-2020-field-visit-wuhan-china-jan-2020\">statement<\/a> saying that there was evidence of human-to-human transmission in Wuhan but more investigation was needed to understand the full extent of transmission.<\/p>\n<h2>1. EC convened under Art. 48 IHR<\/h2>\n<p><strong>22- 23 January 2020<\/strong>: The WHO Director- General <a href=\"https:\/\/www.who.int\/news\/item\/23-01-2020-statement-on-the-meeting-of-the-international-health-regulations-(2005)-emergency-committee-regarding-the-outbreak-of-novel-coronavirus-(2019-ncov)\">convened<\/a> the 1.Covid- Emergency Committee (EC) under the IHR <b>to assess whether the outbreak constituted a PHEIC<\/b>. The independent members from around the world could <b>not reach a consensus<\/b> based on the evidence available at the time. They asked to be reconvened within 10 days after receiving more information.<\/p>\n<p><strong>28 January 2020<\/strong>: A senior WHO delegation led by the Director-General <a href=\"https:\/\/www.who.int\/news\/item\/28-01-2020-who-china-leaders-discuss-next-steps-in-battle-against-coronavirus-outbreak\">travelled to Beijing to meet China\u2019s leadership<\/a>, learn more about China\u2019s response, and to offer any technical assistance.&nbsp;<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p>While in Beijing, Dr. Tedros agreed with Chinese government leaders that an international team of leading scientists would travel to China on a mission to better understand the context, the overall response, and exchange information and experience.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<h2><strong>2. EC convened, <br><\/strong><\/h2>\n<h2><strong>PHEIC declared under Art. 12 IHR<br><\/strong><\/h2>\n<p><strong>30 January 2020: <\/strong>The WHO Director-General reconvened the <a href=\"https:\/\/www.who.int\/docs\/default-source\/coronaviruse\/transcripts\/ihr-emergency-committee-for-pneumonia-due-to-the-novel-coronavirus-2019-ncov-press-briefing-transcript-30012020.pdf?sfvrsn=c9463ac1_2\" target=\"_blank\" rel=\"noopener\">2.Covid-EC<\/a>. This was earlier than the 10-day period and only two days after the first reports of limited human-to-human transmission were reported outside China. This time, the EC reached consensus and advised the Director-General that the outbreak constituted a PHEIC. The Director-General accepted the recommendation and <b>declared the novel coronavirus outbreak (2019-nCoV) a PHEIC<\/b>.&nbsp;This is the 6th time WHO has declared a PHEIC since the IHR came into force in 2007.&nbsp;<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p>WHO\u2019s <a href=\"https:\/\/www.who.int\/docs\/default-source\/coronaviruse\/situation-reports\/20200130-sitrep-10-ncov.pdf?sfvrsn=d0b2e480_2\">situation report<\/a> for 30 January reported <b>7818 total confirmed cases worldwide<\/b>, with the majority of these in China, and&nbsp;82 cases reported in 18 countries outside China. WHO gave a risk assessment of very high for China, and high at the global level.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>3 February 2020:<\/strong> WHO releases the international community&#8217;s&nbsp;<a href=\"https:\/\/www.who.int\/publications-detail-redirect\/strategic-preparedness-and-response-plan-for-the-new-coronavirus\">Strategic Preparedness and Response Plan<\/a>&nbsp;to help protect states with weaker health systems.<strong>&nbsp; <\/strong>&nbsp;<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>11-12 February 2020: <\/strong>WHO convened a <a href=\"https:\/\/www.who.int\/news\/item\/12-02-2020-world-experts-and-funders-set-priorities-for-covid-19-research\">Research and Innovation Forum<\/a> on COVID-19, attended by more than 400 experts and funders from around the world, which included presentations by&nbsp;<b>George Gao, Director General of China CDC, and Zunyou Wu, China CDC&#8217;s chief epidemiologist.<\/b><\/p>\n<p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p><p><!-- \/wp:paragraph --><\/p>\n<p><!-- wp:paragraph --><\/p>\n<p><strong>16-24 February 2020: <\/strong>The WHO-China Joint mission, which included experts&nbsp;from Canada, Germany, Japan, Nigeria, Republic of Korea, Russia, Singapore and the US (CDC, NIH)&nbsp;spent time in Beijing and also travelled to Wuhan and two other cities. They spoke with health officials, scientists and health workers in health facilities (maintaining physical distancing). Covid-EC<\/h2>\n<p><b>1.May 2020: <\/b>The DG accepted the advice of the <a href=\"https:\/\/www.who.int\/news\/item\/01-05-2020-statement-on-the-third-meeting-of-the-international-health-regulations-(2005)-emergency-committee-regarding-the-outbreak-of-coronavirus-disease-(covid-19)\" target=\"_blank\" rel=\"noopener\">3.EC meeting<\/a> by issuing temporary recommendations to WHO and all States Parties. Especially important seems the advice to continue to provide <b>appropriate public health rationale<\/b> to WHO for additional health measures in accordance with IHR.&nbsp;<\/p>\n<h2>4. Covid-EC<\/h2>\n<p><b>1. August 2020:<\/b> The DG accepted the advice of the <a href=\"https:\/\/www.who.int\/news\/item\/01-08-2020-statement-on-the-fourth-meeting-of-the-international-health-regulations-(2005)-emergency-committee-regarding-the-outbreak-of-coronavirus-disease-(covid-19)\" target=\"_blank\" rel=\"noopener\">4.EC meeting<\/a> by issuing temporary recommendations to WHO and all States Parties. <span style=\"mso-fareast-font-family: 'Times New Roman';\">Implement, regularly update, and share information with WHO on appropriate and proportionate travel measures and advice, based on risk assessments; implement necessary capacities, including at points of entry, to mitigate the potential risks of international transmission of COVID-19 and to facilitate international contact tracing.<\/span><\/p>\n<h2>5. Covid-EC<\/h2>\n<div><b>29.October 2020:<\/b> The DG accepted the advice of the <a href=\"https:\/\/www.who.int\/news\/item\/30-10-2020-statement-on-the-fifth-meeting-of-the-international-health-regulations-(2005)-emergency-committee-regarding-the-coronavirus-disease-(covid-19)-pandemic\" target=\"_blank\" rel=\"noopener\">5.EC meeting<\/a>, of interest with regard to international travel is in particular the following advice: &#8222;Regularly re-consider measures applied to international travel in compliance with Article 43 of the IHR and continue to provide information and rationales to WHO on measures that significantly interfere with international traffic. Ensure that measures affecting international traffic (including targeted use of diagnostics and quarantine) are risk-based, evidence-based, coherent, proportionate and time limited. &#8222;<\/div>\n<div>&nbsp;<\/div>\n<div>\n<h2>6. Covid-EC<\/h2>\n<div><b>14 January 2021<\/b>: The DG accepted the advice of the <a href=\"https:\/\/www.who.int\/news\/item\/15-01-2021-statement-on-the-sixth-meeting-of-the-international-health-regulations-(2005)-emergency-committee-regarding-the-coronavirus-disease-(covid-19)-pandemic\" target=\"_blank\" rel=\"noopener\">6.EC meeting,<\/a> which recommended health measures in relation to international traffic and vaccination: &#8222;At the present time, do not introduce requirements of proof of vaccination or immunity for international travel as a condition of entry as there are still critical unknowns regarding the efficacy of vaccination in reducing transmission and limited availability of vaccines.
